It\u2019s home to upland game bird species and serves as winter habitat for elk and mule deer.<\/p>\n<p>\u201cIf anybody goes up there in the winter, you can see herds of mule deer, hundreds and hundreds of them,\u201d said Executive Director Brian Brooks of the Idaho Wildlife Federation, which pushed for the designation. \u201cIt&#8217;s pretty spectacular.\u201d<\/p>\n<p><strong>Bennett Hills<\/strong> is just the third \u2013 yet largest \u2013 area established since the BLM\u00a0<u><a class=\"Link\" href=\"https:\/\/www.blm.gov\/policy\/im-2017-036\" target=\"_blank\" rel=\"noopener\">opened the door\u00a0<\/a><\/u>to their creation in 2017, Brooks said. It\u2019s also Idaho\u2019s\u00a0<u><a class=\"Link\" href=\"https:\/\/www.blm.gov\/press-release\/blm-issues-plan-balance-multiple-uses-southwest-idaho-public-lands-0\" target=\"_blank\" rel=\"noopener\">first BCA.<\/a><\/u><\/p>\n<p>These areas are intended to \u201csupport wildlife-dependent recreation and hunting activities\u201d \u2013 without banning uses like mining, according to the recently renewed BLM resource management\u00a0<u><a class=\"Link\" href=\"https:\/\/eplanning.blm.gov\/public_projects\/1250\/200020763\/20084272\/250090454\/FRFO%20RMP%20ROD%20August%202023.pdf\" target=\"_blank\" rel=\"noopener\">plan<\/a><\/u>\u00a0for a large swath of Idaho.<\/p>\n<p>But while other uses are typically allowed, Brooks noted that developers trying to set up a mine or wind farm could face an \u201cuphill battle.\u201d<\/p>\n<p>\u201cThey would be met not only with the sort of policy opposition because of the establishment of the [Backcountry Conservation Area], they&#8217;re going to be met with opposition from the folks like my organization, my constituents, hunters and anglers to protect this area as well,\u201d he said. \u201cIt would be a very significant battle that they may not be willing to take on.\u201d<\/p>\n<p>These conservation areas recognize that \u201cthe highest value and use of this landscape is the habitat and the wildlife and the recreation and economy derived from those things,\u201d Brooks said. \u201cSo it&#8217;s sort of unique.\u201d<\/p>\n<p>His coalition of conservation groups encouraged hundreds to submit comments supporting Bennett Hill\u2019s creation.
